After lengthy discussion, the advisory board of the New Brunswick Centre for Educational Administration adopted the following statement at its biennial meeting on 1995 May 10.
The New Brunswick Centre for Educational Administration consists of a group of collaborating partners who, through proactive and reactive approaches, address current and future needs in education, particularly in the leadership aspects of education.
Statement of Purposes
The purposes of the New Brunswick Centre for Educational Administration are to:
- Enhance the effectiveness of leadership at all levels of the educational system.
- Assist in the identification, assessment, training, and support of potential leaders and leaders in education.
- Act as a resource centre for educational leadership ideas.
- Provide a neutral forum for the discussion of educational issues by the various interest groups involved in education.
- Develop local talent for the provision of inservice activities to potential and practicing educational leaders.
- Promote and conduct research in educational leadership and publish the results of education research.
- Influence education policy so that policy changes reflect current educational research.

Statement of Beliefs
The following beliefs guide the activities of the New Brunswick Centre for Educational Administration.
- All partners benefit from their involvement with the N.B.C.E.A. and its activities.
- There is an ongoing need for a neutral forum in which educational views and ideas can be debated.
- Effecting educational change requires focused effort over time.
- Effective leadership is essential to any organization in realizing its goals.
- School-based leaders supported by strong commitment from the school district are the key to changes in education.
- There is a continuing need to nurture potential educational leaders.
- The performance of those in leadership positions can be enhanced through professional development.
- Leadership is learned and results from knowledge and experience gained over time and driven by intrinsic motivation.
- Leaders are found among men and women, among young and old, and across different ethnic and cultural groups.

Activities
The New Brunswick Centre for Educational Administration performs its functions by means of:
- Sponsoring and presenting courses, centres, academies, seminars, institutes, and inservice sessions and providing appropriate followup for these.
- Conducting assessment activities for potential educational administrators.
- Mentoring and coaching potential leaders.
- Initiating and supporting network groups.
- Developing cadres of trained local leaders.
- Supporting and assisting school districts in their leadership development programs.
- Conducting research and publishing research results.
- Accepting and executing contracts for research, development, evaluation, and educational activities.
- Promoting inter-provincial and international co-operation as a means of achieving objectives and as an end in itself.
